There are nine District Courts for Collin County. Specific court locations are:

  • The 199th and 429th District Courts and the Auxilliary Courts are on the first floor.
  • The 219th, 296th and 416th District Courts are on the second floor.
  • The 366th, 380th, 401st and 417th District Courts are on the third floor.

All of these Courts (except the 417th) are "general jurisdiction" courts, meaning they preside over criminal, civil and family cases. The 417th is a special court hearing only Juvenile/CPS cases. Unlike Dallas and Tarrant Counties, however, these courts do not have Associate Judges to help with the caseloads. Instead, many temporary matters are heard by retired judges sitting in the Auxiliary Courts.

In addition to the two new Judges who took office in Collin County last January 1, 2009 (he Hon. Suzanne Wooten, Judge of the 380th District Court; and the Hon. Jill R. Willis, Judge of the newly created 429th District Court), Mr. Ray Wheless has now been appointed by Gov. Perry as the new judge in the 366th District Court beginning October 1st this year. Congratulations to Judge Wheless. The following is the press release and information about him published in the Collin County Observer:

"Governor Perry appoints Ray Wheless to state District Court bench-

"(McKINNEY, Texas) - Gov. Rick Perry has appointed County Court at Law Judge Ray Wheless of Lucas as judge of the 366th Judicial District Court, a bench position left vacant earlier this month after the court's sitting judge resigned to go into private practice.

"He will serve his first day as Judge of the 366th Judicial District Court on Oct. 1.

"Judge Wheless' appointment is for the remaining 15 months of the 366th's unfilled term. He will also have to run for election in the March 2010 Republican primary and in the November 2010 general election.

"Judge Wheless was selected in 2000 by the Collin County Republican Party Executive Committee to fill an open seat in County Court at Law No. 4. Since April 2009, he has also served as the Local Administrative Judge for the County Courts in Collin County.

"The judge is Board Certified in Civil Trial Law and Personal Injury Trial Law, and a member of and former President of both the Collin County Bar Association and the Plano Bar Association. He is also a member of the State Bar of Texas and the American Judges' Association. Judge Wheless also founded the first drug court program in Collin County and is a member of the National Association of Drug Court Professionals.

"Judge Wheless served in the United States Air Force. He received his bachelor's degree from California State College in San Bernardino and his law degree from the University of Texas at Austin

Dallas County Family District Courts Info and Courthouse Location

The Dallas courthouse holding the Family Law courts is formally called the George Allen Sr. Courts Building, 600 Commerce St., Dallas, Texas, which is in the western part of downtown Dallas at the southeast corner of E. Commerce St. and Houston. It is a ten story white marble building located directly across the street from the Old Red Courthouse, Kennedy Memorial, etc.

The building was expanded and was added onto in 2007. The original building remains, now called the west wing or west tower, and the recently added addition is referred to as the east wing or east tower. The wings are connected, but the east wing is situated on a north-south basis and the west wing is situated on an east-west basis, forming a T.

Parking: The best place to park is the underground parking garage below the Old Red Courthouse which connects by tunnel to the George Allen courthouse. Enter this garage either off west bound Elm St at the Records Building, or off east-bound Commerce St. just a few yards east of Houston St. There is also limited metered parking on the surrounding streets; there is a paid covered garage on the south side; and there are several uncovered lots on the east side.

All Family District Courts (except the 302nd -- which did not move and remains in the older, West wing/tower), are in the new East Wing/Tower, as follows:

Dallas and Tarrant Counties have specialized Family District Courts hearing only family law matters, whereas other counties have general jurisdiction district courts, meaning those judges hear not only family, but civil and criminal matters as well.

The location of the Dallas Family Law courts are:

  • The 330th, 254th and 301st District Courts are on the Third Floor of the East Tower.
  • The 256th, 303rd and 255th District Courts are on the Fourth Floor of the East Tower.
  • The 302nd District Court is on the 4th Floor of the West Tower.
  • All of the Associate Judges except for the 330th and 255th are now on the Fourth Floor of the Older, Main building.
  • The Associate Judges for the 330th and 255th are on the Third Floor of the Old wing.
  • The I-V D (Attorney General)Courts are now on the third floor of the old wing.
  • The Family Court Services office is on the Second Floor of the new Tower.
  • The District Clerk filing desk is now moved into its permanent home on the 1st Floor of the Old, Main Bldg.
  • The Child Support (Domestic Relations) Office is on the First floor or the old wing.

The Associate Judges preside over all temporary hearings and most other preliminary matters. The District Judges preside over final hearings.
